Job Description:/h3:
The Federal Emergency Management Agency (FEMA) of the Department of Homeland Security is seeking a number of applicants for Reservists intermittent on call positions in various locations.
Position Title: Public Assistance Site Inspector Specialist
Major Duties:
The incumbent reports to the Public Assistance (PA) Site Inspector Crew Lead and is to conduct site inspections to support the objective of capturing the Applicants claimed disaster:related damages. In accordance with the PA grant delivery process a Site Inspectors contribution is in Phase II, Intake Damage and Eligibility Analysis. Site Inspectors support Phase II by developing the Damage Description and Dimensions (DDD) based on photographs, site sketches/drawings, and damage(s) assessed during the site inspection. The SI is to capture an Applicants claimed damages for all categories of work that is ultimately reviewed and approved by the Program Delivery Manager.

SIs fill out Site Inspection Reports (SIR) and scan all supporting documentation into Grants Manager. Additionally SIs develop FIRMettes for damaged sites. SIs reports progress of activities to immediate supervisor and the Program Delivery Manager. (100)

Incumbent must be able to deploy with little or no advance notice to anywhere in the United States and its territories for an extended period of time. When activated and deployed, the incumbent serves in a federal travel status and is entitled to lodging, transportation and per diem reimbursements for authorized expenses in accordance with travel regulations. Travel requirements in support of emergency operations may be extensive in nature (weeks to months) and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Essential Knowledge
Of the Public Assistance New Delivery Model Program and eligibility guidelines or can quickly assimilate new knowledge in a timely manner;
Understanding of and experience related to general engineering and construction practices for public infrastructure;
Experience inspecting and assessing damaged infrastructure and accurately quantifying, documenting and describing damage;
General knowledge of building codes and standards in order to identify potential issues;
Being customer:centric during on:site inspections and validations, to include active listening, the ability to handle surprises, and reading the
Applicant/Applicant representative to tailor quality of service and experience;
Capable of using physical tools to take measurements, photographs and capture GPS coordinates;
Ability to coordinate and collaborate with stakeholders;
Written and verbal communication skills;
Strong computer skills, to include competency in Adobe and Microsoft Office Suite.

Supervisory Controls
The supervisor identifies mission objectives, priorities, and deadlines and monitors the employees progress to assure that expected outcomes are achieved. Assignments have clear direction in terms of planning, execution and the use of available resources. Work is performed under normal supervision. The employee determines the most appropriate methods in planning and carrying out the assignment. Employees keep the supervisor informed of progress and of potential controversial matters. Completed work is reviewed from an overall standpoint in terms of effectiveness in meeting
operational/mission requirements and expected outcomes.

Emergency Assignment : Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployments to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work
